would like to grow potatoes in a 12" deep child's swimming pool. Will it work or do I need to have hills?

I never thought of using an old swimming/wading pool. Should be no problem but remember--potatoes hate wet feet--therefore even in those conditions a bit of mounding up around the plant (hills) makes for better tubers. I would suspect bringing a in truck load of manured compost may have some costs---I like the idea, nonetheless. You should be able to do this for about $20-40. Augment with some gypsum, worm castings, etc., and you should do great.
