Hey guys I'm new to growing tomato's and chillies and don't have a green house. When I start what place in the house is best? x x

Any place is fine as long as you can get the temperature of the soil in the correct range. Tomatoes approx. 70 F and peppers warmer (80 or so). Once they've sprouted you need a good light source to prevent them being tall and spindly. Also, a fan will help them be stouter plants as well, or brush them with your hands a couple times daily.

I grow my tomato, pepper and potato seedlings in my basement. Currently it is approximately 52 degrees F. It is much lower than ideal, but it works ok enough.
Growing using a good light source is key. Obviously this is something you can spend a lot of money on, but do not have to. Buying T8 fluorescent tube lights (such as shop lights) will do the job. Bulbs should be Daylight type, in the 6500k spectrum. I've also used GE Chroma 50's which are a sunlight bulb (5000k).
I just finished re-doing my growing area this past month. I previously had used a table with 3 shop light fixtures (each with 2 40 watt tubes). My new setup is a 4' wide by 72" high shelving rack with 2 32 watt tube fixtures per shelf.
T8 bulbs will produce more lumens per watt, making them worth the slight price difference over a T12 bulb and fixture.
